Fun but the algorithm is all wrong

I love Blackjack, all types of blackjack. I play a lot and go to Blackhawk in CO and Vegas often. This app is definitely fun, but there is no way it is fair. The cards role out very normally for the player. For the dealer though, the algorithm seams to be backwards. After noticing this I started charting the play. The dealer drew a 20 or 21 an average of 2/3 times when having
15-16. That is against every law in blackjack.
